We are seeking a proactive and detail-oriented Project Manager to oversee the operation of a key skills development academy within the offshore wind sector. This role involves managing training programmes, developing strategic partnerships, and collaborating with internal and external stakeholders to achieve annual project goals. The position requires strong project management, procurement, and organisational skills, with a focus on continuous improvement and stakeholder engagement.
Key Responsibilities:
• Lead the delivery of training, research, and networking activities as part of the project’s strategic plan.
• Manage procurement processes for service delivery, including drafting and maintaining contracts and service agreements.
• Coordinate stakeholder activities and ensure efficient operations of training programmes.
• Support funding applications and manage budgets, financial reporting, and compliance.
• Prepare progress and status reports for management and external agencies.
• Provide mentorship to junior staff and set project milestones.
• Drive process improvement and ensure alignment with project KPIs and objectives.
• Identify and mitigate risks while maintaining operational excellence.
Essential Requirements:
• Third-level qualification in business or a related field.
• At least four years of post-graduate experience in project management or a similar role.
• Strong financial management, commercial acumen, and risk analysis capabilities.
• Excellent interpersonal, verbal, and written communication skills.
• Proven ability to manage complex stakeholder relationships.
• Proficiency in Microsoft Office, including Word, PowerPoint, Excel, and Teams.
• Prior experience with procurement and contract management.
• Highly organised with strong time management and multitasking skills.
Desirable:
• Qualification in Project Management.
• Familiarity with public-private partnerships or government programmes.

Public Procurement and Project Manager –
Ireland’s renewable energy industry is rapidly advancing, and this role is an opportunity to play a key part in its growth.
The Project Manager will lead operational activities, strategic partnerships, and stakeholder collaboration. Responsibilities include overseeing training delivery, securing procurement, managing contracts, and ensuring compliance with KPIs and policies. The role also entails preparing funding proposals, monitoring performance, and driving process improvement.
Reporting to the Renewable Energy Skills Manager, the successful candidate will coordinate closely with internal and external stakeholders.
Key Responsibilities
• Procurement for the delivery of training, research and networking events.
• Coordinate the activities of numerous network stakeholders, primarily the management of the operations of the training activities of Offshore Wind Skills Special Project.
• Provide support to the Skills Manager and work with the broader team in leading key objectives from the Offshore Wind Skills Special Project Strategy.
• Create, file and manage service level agreements/contracts.
• Assist the Skills Manager on Irish and EU calls for proposals related to workforce design development and research.
• Prepare funding proposals, financial statements and records on progress, status or other special reports for management or outside agencies.
• Provide direction and mentorship to junior staff members, setting and managing project management milestones and providing guidance for all operational activities.
• Ensure the effective and efficient delivery of the highest quality operational services, in line with the network’s strategy.
• Oversee and monitor the Network Operating Framework to ensure that the network is delivering on its KPIs.
• Identify opportunities for the continuous improvement of the network’s operating model.
• Manage activities of network with other projects, departments and work strands to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications.
• Undertake other duties as directed by the Skills Manager.
Essential Skills and Experience
• A third-level qualification in business or related fields.
• 4+ years experience in a similar role.
• Strong interpersonal, communication, and presentation skills.
• Financial acumen, organisational skills, and the ability to meet deadlines.
• Proficiency in Microsoft Office and prior procurement experience.
• Project Management qualification or similar experience.
• Familiarity with Skillnet Ireland or government systems.
